Pole-vault rail base pad
The base pad covers the rail and the cart on which the uprights travel, so a vaulter who lands short does not meet the metal. It is built on a steel structure filled with compact foam and encased in heavy PVC fabric.
A velcro measurement scale runs along the top of the pad and is adjusted to the zero of the vault box, which is how the judge sets the upright displacement without a separate tape.
